Any individual who requests a form for applying for a Residence Permit for the first time, must first produce their passport.
A valid passport (passport must be valid for at least six months before expiry date). If it does not have the required six months validity, the applicant must have the passport renewed, and a form will not be given to the applicant.
Extension of Stay must be sought from the Immigration Department and recorded in the passport. Unless an applicant’s immigration status changes to Work or Residence Permit, the applicant’s status remains as visitor, and the application must have Extension of Stay. If the applicant does not apply for Extension of Stay he/she is on island illegally, and will not be given an application form until his/her status of visitor is regularized.
If the applicant qualifies as above an application form will be given. The application consists of two (2) application forms, one medical form and a checklist. The application forms must be completed and signed by the applicant. All questions on forms must be answered. The Extension of Stay on passport should be entered at the end of the form. A medical doctor should fill out the medical form upon examination of the applicant. HIV and chest x-rays test must be included and results should be recorded on medical forms. All required documents must be submitted together with the application, otherwise the application will not be accepted.

Application Forms
Medical certificate stating that the applicant is in good health and has not in the past three years suffered from any communicable disease.
Two testimonials, one of which should be from the applicant’s last employer.
Statement of financial position from a reputable banker from the applicant or person accepting responsibility for the applicant.
Recent Police Record.
Proof that the applicant has a return ticket to his place of residence or has made a deposit to cover the cost of such ticket.
Two passport sized photos.
Valid passport (must be valid up to six months).
Application fee – to be paid at the Treasury Department:

Non-CARICOM Nationals: EC $500.00
Photocopy of Treasury receipt as proof of payment of application fee.

How do I apply for Permanent Residence?
Conditions for granting of Permanent Residence:
Applicant should have been resident or have been employed on island for five (5) years.
On the discretion of the Minister for Foreign Affairs, Immigration and Labour.
Documents required for applying for Permanent Residence:
Completed Application Forms. All non-nationals above the age of 18 years must complete an application form. Application forms are available at the Labour Division, Ministry of Foreign Affairs, Immigration and Labour.
Medical certificate stating that the applicant is in good health and has not in the past three years suffered from any communicable disease.
Two testimonials from persons who have known the applicant from the time he/she has been in Dominica.
Statement of financial position from a reputable banker or letter from employer accepting responsibility for employee and stating duration and type of employment.

A family of four (Investor, spouse and two children under 18): US $100,000
Additional children under 18: US $15,000.00

Single Option
Where the Applicant is the sole applicant for citizenship whether or not he is married, the direct cash contribution which he will be required to make is US $75,000.
How to Apply for Citizenship/Second Passport
Documents you will need to provide:
A letter of Application addressed to the Minister of Legal Affairs which we will advise you on.
Certified copies of passports
Certified copy of Birth Certificates for all members of the family from place of residence and birth if different
Marriage Certificate or Dissolution of Marriage where required
Police Record, with fingerprints, from country of birth and country of residence (if different) for each applicant sixteen (16) years and older.

One (1) professional reference
Two (2) personal references. Referees should have known the investor for 5 years or more.
Recommendation from applicants’ banker.
Letter of employment.
If you own your own business, an audited financial statement.
Letter of recommendation from the head of the school/university for children between 16 and 18 years old.
Detailed Business Background Reports: A C.V. or resume and any other relevant biographical profile information (please note: for retired persons, a detailed work history including employers, locations, positions and dates held, including any self-employment, is still required).
If applicant has their own business, copies of incorporation or other business registration documents (may include the following, if applicable — corporate registration information, commercial license, commercial registration, registration of shareholders, business license, etc.).

Due Diligence
You will have to pay for due diligence.
These costs range from US$5,000 upwards. The cost varies according to
i) where you have resided,
ii) the number of countries in which you have resided,
iii) your county of birth,
iv) number of family members.
Interviews
All applicants will be required to undertake an interview which will be conducted in English. No interpreters will be allowed. Interviews take place in Dominica and are held on the second and last Fridays of the month. If the investor is unable to travel to Dominica and wishes to have his interview conducted overseas, interviews can be conducted at the British High Commission in London or in New York. The investor would be required to pay US$3,000 plus the full cost of hotel, airfare and Per Diem for three members of the interview panel. While it is possible to get interviews outside of Dominica if you cannot travel to the country, we believe it is a good idea to visit Dominica so that when using the passport you are more knowledgeable about the country. In no circumstances will an interview be waived. The whole process takes approximately six weeks from the date of receipt of due diligence report provided all the correct documentation has been supplied.
